    Governmental Stock  

The Presidential Decree No. 2126 of 1971 was issued to create the General Authority of Governmental Services , affiliated to the Finance Ministry with the aim of planning and following-up the purchases and sales made by the State Administrative Agency and the general authorities.

Then, The Republic President issued a decree no. 557 of 1977 to re-organize the Finance Ministry to execute some relative objectives. Therefore, the General Department of Sales and the General Department of the Retrieved Funds have been merged into the Authority to integrate the work system and reorganize the Ministry of Finance.

Through various tasks and effective activity on the national level to rationalize government expenditure, the Authority is currently , in cooperation with, the Information and Decision Support Center affiliated to the Cabinet, taking procedures to activate the national project to promote the efficiency of governmental stock management according to the ministerial decrees issued on the 21/1/2003 session chaired by the Prime Minister within the framework of the government attitude to adopt a new approach to deal with problems basically depending on the use of automation and information systems .

The project aims at:

  • Making an inventory of all assets and government warehouses.
  • Drawing up an information map of warehouses. 
  • Providing the real and essential amount of the stagnant stock and facilitating the exchange processes of these articles on the government authorities level.
  • Controlling and monitoring the public expenditure by defining all articles in the government warehouses.
  • Creating a central purchase system for the repeatedly used articles based on centralized contract , and the non- centralized supply and receipt.

To accomplish the objectives of such project , executive procedures have been taken on several stages as follows:

First Stage: (the stock inventory)

At this stage, kinds of the stock are defined , classified , described and estimated in figures by using computer systems in the state bodies in cooperation with the General Authority for Governmental Services and the Information and the Decision Support Center of the Cabinet. The result is a directory for the classification and the numbers of the commodity stock articles. The number of articles in the directory reached about 160 thousands carrying out the following objectives:

  • Help the different governmental bodies know the amount , kind and value of their commodity stock and contribute in planning the government purchase policies.
  • Prevent the commodity stock reach the level of critical storage especially important materials or strategic articles .
  • Contribute in re-evaluating and revising requirements of commodities prepared by different authorities as a step to notify the Budget Sector in the Ministry with, hence , the budgetary provisions come real and far from exaggeration and waste.
  • Know easily the excessive and stagnant articles to help quickly reuse or transfer to other administrative authorities in need for or to sell them according to financial followed rules.

The second Stage: (Stock circulation)

A plan to circulate the excessive and unexploited stock .
This plan is featured in the following steps:
  • The stock vertical inter-exchange 
  • The stock regional - horizontal inter –exchange
  • The stock general horizontal inter-exchange
  • Display what has not been disposed by the three previous steps to sell at auctions by the Sales Department in the Authority according the followed rules.

Third stage:

(promote the efficiency of the employees in the stock field in conformity with the project objectives)

It is the General Authority of Government Services that performs in the training field to promote efficiency of employees in the stock field to be acquainted with the project objectives and prepare them to use the directory (encoding) in the authority training center.

The Fourth stage: (Warehouses)


Axes of work at this stage center on :

  • The stock vertical inter-exchange
  • The stock regional - horizontal inter –exchange
  • The stock general horizontal inter-exchange
  • Display what has not been disposed by the three previous steps to sell at auctions by the Sales Department in the Authority according the followed rules.

The Fifth Stage

(Making inventory and registering all the government circulating and fixed assets )

  • To go ahead with encoding the articles not included in the directory or its attachments according to the use.
  • Make a database of the articles and research systems.
  • Define the articles repeatedly used and the usage rates.
  • Define the stagnant articles , their amount and means of benefit.

The sixth Stage:

(To amend legislation)

Taking procedures necessary for amending legislation organizing work in warehouses to keep up with the targeted development.)

The seventh stage:

  • Turn from manual to automatic booking. 
  • Combine warehouses with each others and with the main center to manage the government stock by the Government Services Authority.
  • Train the employees in warehouses on automatic work by using computer.
  • Make a plan of incentives for the employees depending on what saved by automation
  • Define the suitable work places for the employees (inside or outside the warehouse)
